Library is open again for visitors starting from May 18

Service hours: Mon-Fri 10–18, Sat-Sun closed (new hours will be set on 8 June).  

We all have to take some precautions to keep our staff and visitors healthy:

  • Although all floors of the library are open, visitors must follow the 2 + 2 rule, wash and clean their hands before and after visiting the library.
  • We suggest using the elevator only if you are alone. When taking the stairs, make sure that people going up do not meet with those coming down the stairs.
  • We have limited the number of working places in our reading areas and in the computer lab.
  • Since magazines, journals and newspapers are frequently used by our readers, it is not possible to read the listed items (until June 10) because the library cannot ensure their cleanliness.
  • All returned books are put into quarantine for 72 hours.
  • We prefer card payments when paying for the library services.
  • Individual and group study rooms and the 24/7 study room/night library are closed.  

Subject librarians still offer their services in a contactless form, they will answer your inquiries by e-mail info@lib.ttu.ee or by phone 620 3553. 

E-library’s databases and electronic resources portal Primo can still be accessed 24/7 via TORU VPN service. 

Bindery services can be ordered at print@lib.ttu.ee. We will complete the orders made by e-mail and hand them over at the bindery’s entrance at the agreed time. Tel. 620 3560. 

Self check-in machine on the first floor of the library is open every day 7.00–22.00. 

The library’s EMERA branch is open Mon-Thu 10.00–17.00, Fri 10.00–14.00 and in Kuressaare Fri 10.00–18.00.

Extensive digital library offers over 1.4 million books for free

The Internet Archive, an American non-profit organisation, allows people to "borrow" over 1.4 million e-books for free through the end of the coronavirus epidemic.

The Internet Archive created a National Emergency Library to serve the researchers and students who are forced to study at home. In addition to scientific literature, the library also offers fiction and other genres.
Estonian readers can use the National Emergency Library's as well.

ABSTRACT: At the time of the Great Recession, there occurred a noticeable shift in the level of survey uncertainty measured as the mean individual variance of density forecasts. Meanwhile, the disagreement of forecasters, or cross-sectional variance of point forecasts derived from the same dataset, has shown completely different and much more expected countercyclical dynamics. Seeking to explain a puzzling regime shift in the mean individual variance, the paper applies smooth transition regression analysis to the data from European Survey of Professional Forecasters and shows that this measure of uncertainty has a long-run nonlinear relationship with the share of non-rounded responses in the survey. Results suggest that the mean individual variance, often referred to as a direct measure of uncertainty, is a “noisy” variable directly associated with the changes in the methodology used by forecasters and as such absorbs information irrelevant for measuring uncertainty. The results are robust after having accounted for potential endogeneity.
